Louis Sell ‘s range of experience is probably unique among Western officials working in the former Yugoslavia. Twenty-eight years with the US State Department included terms in Croatia 1974-6 and Serbia 1987-91, before a key appointment in 1995-96 as political deputy to Carl Bildt, first High Representative in B-H, saw him attending the Dayton Peace Conference and participating in the first year of implementation of the Dayton Accords. In 2000 Mr Sell became director of the International Crisis Group for Kosova, while most recently - as executive director of the American University in Kosovo Foundation - he helped to establish the University which opened its doors in Prishtina in October 2003. He is also author of the widely praised political biography Slobodan Miloševic and the Destruction of Yugoslavia (2003).
